Occassional deadlocks with many capabilities

While building compilers with bgamari/ghcs.nix> locally I have found that the haddock builds sometimes deadlock. In particular, this tends to happen on a machine with 64 logical cores in builds where haddock is passed -j64. When deadlocked the program state looks like $4565.
