traceWith et al. are misattributed in base changelog

The base changelog claims that traceWith, traceShowWith, and traceEventWith were added in base-4.17.0.0 (i.e., GHC 9.4). In practice, however, these functions are only present on master and not in GHC 9.4.1-alpha1. Should this part of the changelog be moved to the 4.18.0.0 section?
