RTS PEi386 linker handles weak symbols incorrectly

Currently the PEi386 linker fails to handle weak symbols correctly. Such symbols are correctly marked as WEAK but their address is not set.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
