[Make build system] Haddock's makefile is dedicated to the GHC build system, I'd like to use it for Haddock

In the Haddock repository, the Makefile is co-opted by GHC's make-based build system. I would like to use the Makefile for the benefit of Haddock development.

Can I put in this makefile other rules that don't pertain to GHC?
I know we are moving away from the make-based build system. Realistically, could I get an time estimate?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
