Hadrian bindists do not remove extended attributes on Darwin

The make binary distribution has for a long time run xattr -rc on the binary distribution being installed to work around the notarization requirements introduced with Catalina (see #17418). However, it appears that Hadrian binary distributions do not do the same.

I believe that this is the cause of #21506 (closed).
