Debian 10 linker used in armv7l image affected by binutils #16177

The ARMv7 Debian 10 9.4.1-alpha3 release build failed with https://gitlab.haskell.org/ghc/ghc/-/jobs/1092655. This is the result of a bfd ld linker bug (see #9673 (closed)). We need to ensure that we use another non-buggy linker.
