RTS Linker does not honor constructor priorities

@Phyx astutely points out in !8619 (comment 441903) that the RTS linker currently fails to honor constructor priorities. This may bite us before long since there is more C++ code in use in the ecosystem now which makes greater use of initializers.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
