no portable binaries for windows

i couldnt find portable binaries for windows... like any sane language should have also you better have a 32bit toolchain... or stop lying that this garbage works on windows

oh well stack is close enough, since i guess i can have it portable after install... but i still wont use this because it does not support 32bit anymore and thats unacceptable for something meant to be cross compatible
