Move large testsuite tests to the slow configuration

Currently there are a few tests (e.g. T16992 comes to mind) that are quite large in space or time. These cause an undue burden on casual contributors. I propose that we run such tests (the exact criteria needs to be determine) only in the "slow" testsuite speed.
