hadrian doesn't build with ghc 9.4.1 yet

cabal fails to calculate a build plan:

After searching the rest of the dependency tree exhaustively, these were the
goals I've had most trouble fulfilling: base, QuickCheck, splitmix, hadrian,
hadrian:selftest

There are other bound issues with bytestring, text and hashable if you keep trying.
