Test in slow testsuite speed

Since I have been involved in GHC development CI has exclusively tested the compiler using the testsuite's normal speed, which runs only a subset of tests and ways. We should test the more comprehensive slow speed more in the nightly pipeline. This will no fix involve fixing quite a few failing tests.
