darwin binary distributions missing users guide

Summary

Darwin distros such as https://downloads.haskell.org/~ghc/9.4.2/ghc-9.4.2-x86_64-apple-darwin.tar.xz seem to be missing doc/html/users_guide. They do include an index.html with a broken link, which implies they meant to have the guide. Also Linux ones seem to have it, at least https://downloads.haskell.org/~ghc/9.4.2/ghc-9.4.2-x86_64-deb11-linux.tar.xz does:

This seems to go back several versions, I haven't downloaded them all but at least 9.2.2 and 9.2.4 are missing users guide.

Proposed improvements or changes

Would like users_guide please :) Haddock would be nice too!
