CHANGELOG for ghc API?

I wanted to ask if it would be possible for the GHC API (i.e. the ghc package) to publish a CHANGELOG with each release going forward so that it's easier for downstream Haskell tooling to migrate to support new GHC versions.

Specifically, what I was expecting was that if I visit the ghc package on Hackage that there would be a CHANGELOG file or similar included as an Extra-Source-Files: so that the Hackage package would link to it.

I spent a few minutes doing a cursory search to see if such a changelog already existed somewhere else and just wasn't included in the Cabal source distribution, but I couldn't find one.
