ghc-9.4.3 has 2.12.0.0 vs ghc-9.2.5 's Win-2.12.0.1

I just noticed that ghc-9.4.3 has an older version of Win32 (2.12.0.0) than ghc-9.2.5 (2.12.0.1). Though 9.2.5 was released after 9.4.3, this seems inconsistent unless there's a good reason for it.

I suppose it would be good to bump Win32 if there is a 9.4.4 release, but better would be to have some checks in place that versions are not being downgraded in newer ghc major versions.
