Hadrian builds profiled c objects despite no_profiled_libs

When GHC is built with --flavour=perf+no_profiled_libs, I can still find various *.p_o objects in _build/stage1 that are produced from compiling cbits. It does not affect build products of the non-profiled ways, but I believe it's still a minor bug in hadrian.
