Upload `base` for GHC 9.6

We will not be able to upload base for GHC 9.6 to Hackage until hackage-server has been updated with a Cabal release which understands the js architecture. Currently the package is rejected with:

Error uploading hackage_docs/base-4.18.0.0.tar.gz: http code 400
Error: Invalid package

Unknown architecture name 'js', 'js', 'js', 'js'

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
