Disentangle phtread and timerfd implementations for RTS ticker

As discussed on IRC, the RTS ticker implementations for the "pthread" and "timerfd" variants are commingled in a single file while they probably shouldn't be anymore, especially after the changes of !9622 (closed). They should be moved to separate files and the relevant calling/including files have to be updated to account for the change.
