9.6.1-alpha1 missing ubuntu-20_04 bindists despite being produced by release pipeline

The fetch-gitlab script contains a mistake which means the ubuntu-20_04 bindists were not uploaded for alpha1.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
