Bump pinned transformers package to 0.6.0.6

The GHC repo currently pins the transformers library to 0.6.0.4, but that version is deprecated on Hackage, causing the Cabal constraints solver to ignore the installed 0.6.0.4 version, which causes a rebuild of boot libraries.
