Nonmoving GC may race with setNumCapabilities

Currently the non-moving GC may race with setNumCapabilities through nonmovingHeap's current-segment arrays. In particular this race can be triggered by nonmovingCensus. I plan to fix this by moving the per-capability current segments out of nonmovingHeap and into Capability.
