New spurious failures

• 'failure_reason' = 'stuck_or_timeout_failure', Add to job_timeout, TODO issue
• Command failed with error code: -11, code_-11, #22990
• "ulimit: virtual memory: cannot modify limit: Invalid argument", ulimit, #21008 (closed)
• Disable pull_image
• Remove T16916, as it is morally a fragile test, not spurious failure, and marked fragile in !9463 (closed).
