Upload ghc-prim-0.10 to Hackage

GHC 9.6 seems to be shipped with ghc-prim-0.10, but Hackage documentation is absent with ghc-0.9 being the latest available: https://hackage.haskell.org/package/ghc-prim

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
