Nightly pipeline: ghcup-ci: apt-get update fails on Debian 9 "stretch"

This is part of the ghcup-ci pipeline, triggered by the ghc nightly pipeline.

apt-get update received 404's from deb.debian.org.

If I try to run apt-get update on a debian:9 image locally, I get the same errors.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
