Bump terminfo

On IRC @Jade reported that GHC master failed to build on x86-64/Arch Linux using the dash shell due to terminfo's configure script. The bug is fixed in https://github.com/judah/terminfo/pull/54. We should make sure this gets merged and bump the submodule.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
