docs: -fcmm-thread-sanitizer option no longer exists

In https://downloads.haskell.org/ghc/latest/docs/users_guide/flags.html the flag -fcmm-thread-sanitizer is listed, but it doesn't seem to exist.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
