"utils/mkdirhier" did not exist on "master"

Nightly head.hackage jobs for aarch64 are failing to start due to missing dependenices

We are missing some dependencies in .gitlab-ci.yml for the head.hackage jobs since I added support for aarch64.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
