bindists missing LICENSE files

Location of documentation issue: docs included with bindists

Several bindists appear to be missing LICENSE files.

$ tar tJf ~/Downloads/ghc-8.10.7-x86_64-apple-darwin.tar.xz | grep LICENSE | wc -l
      34
$ tar tJf ~/Downloads/ghc-9.2.8-x86_64-apple-darwin.tar.xz | grep LICENSE | wc -l
       0
$ tar tJf ~/Downloads/ghc-9.6.2-x86_64-apple-darwin.tar.xz | grep LICENSE | wc -l
       0
$ tar tJf ~/Downloads/ghc-9.2.8-x86_64-centos7-linux.tar.xz | grep LICENSE | wc -l
      35
$ tar tJf ~/Downloads/ghc-9.6.2-x86_64-centos7-linux.tar.xz | grep LICENSE | wc -l
       0

I have not checked other bindists.
