GHC 9.8 freeze for boot libraries?

@bgamari @mpickering I cannot find an official timeline for GHC 9.8. Could you possibly clarify the following deadlines?

• What is the latest for boot libraries to cut major releases to be included in GHC 9.8? I'm looking to accomodate bytestring-0.12, text-2.1 and probably deepseq-1.5.
• What is the latest for boot libraries to cut minor releases? unix should make one, but we are not finished yet.
• What is the latest for breaking/major changes to base which can be backported to ghc-9.8 branch? Like the approved addition of Prelude.foldl'.
• What is the latest for non-breaking changes to base? There is a stream of reasonably minor CLC proposal.

If my memory serves me well, the usual deadline was "up to the first alpha release", but there seems to be no publicly announced date for such.
