Stg linter doesn't run at the end of the pipeline (cg)

On my branch, I wrote a program that I think should trigger the Stg linter: #23637 (comment 513224) However, it does not. Looking at the use sites of the linter, it seems it does not run after tag inference. I think it would be good to do linting then too.
