9.8.0 binary-dist-dir creates name-ver-inplace library dirs

Summary

Previously (9.6 and earlier) with hadrian, core libraries were installed in directories named name-version, but for 9.8.1-alpha1 there seems to be a suffix added: my fedora build has -inplace appended and I see short 4 char hashes in the upstream bindist (eg fedora33 build).

Grepping a bit didn't give me any real clues, what is going on...
