configure: HS_CPP_ARGS vs HaskellCPPArgs

It seems that HaskellCPPArgs has existed for quite a long time.

Now there is also HS_CPP_ARGS which is configured by m4/fp_hs_cpp_cmd_with_args.m4

To my understanding they are supposed to do the same thing so there should just be one variable which is updated.
