Document support matrix in users guide

Historically we have struggled to keep the GHC support matrix documented on the Wiki (e.g. https://gitlab.haskell.org/ghc/ghc/-/wikis/platforms/windows) up-to-date with reality. We should instead document this in the users guide.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
