Time profiling information in eventlog isn't complete

Currently we expose time profiling samples in the eventlog as PROF_SAMPLE_COST_CENTRE events. However, this missing out on the entry and allocation counts found in the old .prof output. We should expose this information as well.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
