Better hadrian error when configure was not run

If you clone a new repository and run ./hadrian/build, it says

$ ./hadrian/build 
Up to date
Error, file does not exist and no rule available:
  hadrian/cfg/system.config
Build failed.

This message is subpar, it'd be better to suggest boot + configure.
