Remove dataToTag# primop(s) from GHC.PrimopWrappers

Once !8912 (closed) lands this will be the main obstacle preventing condition DTT2 in the new Note [DataToTag overview] from becoming a lint-checkable invariant instead of just a nice property we try to give calls generated in DataToTag instances.
