Enable documentation building in cross bindists

There appears to be no inherent reason why we can't build documentation in a cross bindists. The hadrian rules currently bake in some incorrect assumptions about stages of libraries we should generate documentation for but these rules can probably be generalised to allow documentation to be produced for cross bindists.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
