ghcup-metadata jobs can be prevented from running by head.hackage failures

The ghcup metadata pipeline requires all prior jobs to pass. The hackage job can easily fail due to API changes or similar - so we should allow it to fail.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
