The user guide should specify which heap profiling flags need -prof

Some of the flags for restricting heap profiling censuses require -prof but that isn't stated in the documentation.

For instance the -hc ⟨name⟩ flag restricts to a specific cost centre. That clearly requires -prof but it's missing the "requires -prof` annotation. We should add that annotation for all the flags in this section that require it.
