Sort out haddock hyperlinked-sources links

Currently Haddock's hyperlinked sources fails to account for declaration reexports correctly. This needs to be addressed for 9.10.1 to avoid compromising base documentation due to the ghc-internal split.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
