Enabling -fwrite-if-simplified-core doesn't cause recompilation

cabal-install correctly calls to ghc --make if I add ghc-options: -fwrite-if-simplified-core to the package or project file, but ghc --make doesn't do anything, resulting in interface files still without mi_extra_decls.
