EPA: check-exact should compare round-trip source, not just ASTs

We have had a number of issues where new features pass chec-exact round tripping but discard comments. ghc-exactprint checks the original source against the printed version. Do so in check-exact too.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
