Haddock version regression

Summary

After installing ghc-9.10.1 with ghcup I noticed that haddock version regressed:

haddock-9.10.1 --version
Haddock version 2.28.0, (c) Simon Marlow 2006
Ported to use the GHC API by David Waern 2006-2008


haddock-9.8.2 --version 
Haddock version 2.30.0, (c) Simon Marlow 2006
