Unicode: remove `Streamly` dependency from `ucd2haskell`

During the work on #24789 (closed) it was discovered that ucd2haskell has Streamly as a dependency.

This dependency has an unstable API which was changed recently. By opinion of @mpickering and @hsyl20 it was decided to remove this dependency in coming time to protect ghc building from third party packages influence where ghc team has limited ability to maintain.

Howbeit, we bumped it to the latest version and fixed affected stuff around here.
