GNU-style non-executable stack notes should be used on FreeBSD

We currently only include .note.GNU-stack sections in RTS assembler sources on Linux platforms. However, FreeBSD also supports this mechanism (and is increasingly insist that it be used). We should instead use the existing configure check to determine whether the note should be included.
