Implement set_initial_registers (libdw)

There's no implementation for RISC-V 64 of static bool set_initial_registers(Dwfl_Thread *thread, void *arg); (Libdw.c).

Would be good to have to enable DWARF backtraces.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
