Boot compilers in ci images are 9.6.* series

The boot compilers in CI are 9.6.* series compilers. This is outside the support window for boot compilers, since we now on 9.13 on master, I would expect CI images to be using 9.10.* boot compilers at least.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
