Large amount of code duplication between `loadDecls` and `loadModuleLinkables/dynLinkBCOs`

The definition of loadDecls and loadModuleLinkables/dynLinkBCOs is very similar, loadDecls should more simply call loadDependencies and then loadModuleLinkables.
