file location problems in ghci

This bug isn't that important, but it is a little
odd.   If I try to run GHCi in the directory where  the
prelude .hi files are, it can't find the interface
files.   I don't know of any other directories where
this phenomenom occurs, although I did try a number of
the other directories off imports.
