Add isFullTBQueue to stm package
I proposed the addition of isFullTBQueue on libraries@ (http://www.haskell.org/pipermail/libraries/2013-August/020284.html), which got no objections. Given how uncontroversial the change is and the lack of objections on the list, I'm considering this "accepted".
