base: Stabilization for CLC#146

Here we fix several of the interface stability risks noted in the preparation of core-libraries-committee#146. While for the most part these changes merely freeze the existing exports, there are a few cases (see in testsuite/tests/interface-stability/base-exports.stdout) where we remove exports that are clearly internal and have no users on Hackage.
